&Ldquo;One of the hallmarks of Central Arizona College is its ability to identify opportunity and to create lasting programs that meet the needs of the community,” Dennis Jenkins, president/CEO said. “The leaders of the early 1970s saw a tremendous opportunity to build a model police training academy on the Signal Peak Campus that has become a flagship program at CAC.” “George Fridell spearheaded the idea of taking an academic approach,” Steve Shanafelt, a longtime instructor and former student with the CARLOTA program, explained. “George felt the emphasis should be on academics, while other academies took on a military style. He took the approach of testing, and also of showing officers had knowledge of the law. He stood his ground and said the officers should be smart and should know the law.” Central Arizona College found itself in a position to capitalize on the opportunity. Because there had been no formal training program, working police officers from departments throughout the state descended upon CAC for 200 hours of training. The central location of the Signal Peak Campus and Pinal County, along with the burgeoning academic emphasis, rapidly boosted the reputation of the program. “CARLOTA is primarily about academics followed by stress and physical training,” Shanafelt explained. “It is a debate that happens all over the country – the balance between academics and physical ability. Many officers in Arizona work in departments that are small with less than 20 officers and they need a community officer. CARLOTA caters to community policing by training well-rounded officers who can do it all.” Subject matter in the academy includes some of the following: Criminal Justice System, Ethics & Professionalism, Laws of Arrest, Search & Seizure, Rules of Evidence, Juvenile Law & Procedures, Constitutional Law, High Risk Stops, Narcotics & Dangerous Drugs, Crime Prevention, Impaired Driver Cases, Stress Management, and Vehicle & Pursuit Operations.
