Cebu joins nationwide call to restore CICT

After a dramatic display of protest by students and faculty of Central Luzon State University (CLSU) in Nueva Ecija, it’s the turn of southern province of Cebu to make its appeal for Pres. Noynoy Aquino to recall Executive Order 47 and restore the Commission on Information and Communications Technology (CICT).

Apparently alarmed by the arbitrariness of the presidential directive which dissolved the CICT without consulting the local stakeholders, Cebu’s ICT industry has thrown its support on the growing movement to force Aquino to revoke his controversial EO.

Early last week, an online petition to recall of the EO was started by Jocelle Batapa-Sigue, the Bacolod City-based president of the National ICT Councils of the Philippines (NICP).

In a statement signed on July 12 but released on Thursday, the Cebu Educational Development Foundation for Information Technology (Cedfit) said that replacing the CICT with the ICT Office under Department of Science and Technology (DOST) would jeopardize the gains of the IT sector in the countryside.

Cedfit, through its executive director Jun Sa-a, said the ICT industry “deserves to be fully supported by at least a Commission on ICT or a full blown Department of ICT.”

“[It] has changed the skyline of Cebu and has brought prosperity like no other industry. Its impact is much bigger in Metro Manila and it is now being felt in the Next Wave Cities,” the trade group said.

Cedfit said the outsourcing industry in Cebu directly employs more than 50,000 people. “It is fast catching up with the export manufacturing sector with prospects of double digit growth in the short and long term,” he said.

The industry, it added, is generating high value employment where wages are more than twice the minimum wage.

As a result, Cebu City is now recognized globally as “One of the Top Ten Emerged Global Outsourcing Cities” by Tholons, a global advisory group.

Cebu, along with with Metro Clark, Davao, Bacolod, Iloilo, Cagayan de Oro, Dumaguete and other emerging cities, has benefited from the outsourcing industry, it added.

“The development of the so-called Next Wave Cities is the result of the countryside prosperity the industry has brought about. This was also made possible with the assistance of more than 30 ICT Councils which were organized with the support of CICT,” the IT association said.

Meanwhile, the Internet Society (ISOC) Philippines Chapter has also issued a statement saying it is pushing for an enhanced “CICT” or “an agency that has a clear mandate geared towards national development”.
